Persidangan Meja Bulat Lembaga Zakat Negeri Kedah di Akademi Pengajian Islam, Universiti Malaya (UM) – 28.9.2018

Pada 28 September 2018 lepas, saya telah sertai satu Persidangan Meja Bulat yang dianjurkan oleh Lembaga Zakat Negeri Kedah (LZNK) dan Akademi Pengajian Islam di Universiti Malaya (UM). Program ini diisi dengan pembentangan serta perbincangan oleh tokoh-tokoh hebat antaranya ialah Prof. Dato’ Dr. Mahmood Zuhdi Hj. Abdul Majid, Datuk Dr. Mohd Daud Bakar, Prof. Dato’ Dr. Ahmad Hidayat Buang dan juga Syeikh Zakaria Othman (CEO LZNK)….

Pada 28 September 2018 lepas, saya telah sertai satu Persidangan Meja Bulat yang dianjurkan oleh Lembaga Zakat Negeri Kedah (LZNK) dan Akademi Pengajian Islam di Universiti Malaya (UM). Program ini diisi dengan pembentangan serta perbincangan oleh tokoh-tokoh hebat antaranya ialah Prof. Dato’ Dr. Mahmood Zuhdi Hj. Abdul Majid, Datuk Dr. Mohd Daud Bakar, Prof. Dato’ Dr. Ahmad Hidayat Buang dan juga Syeikh Zakaria Othman (CEO LZNK).

Objektif program ini adalah untuk mencari idea-idea baru dalam proses penambahbaikan berkaitan pelaksanaan tadbir urus, kaedah kutipan dan kaedah agihan khususnya untuk kebaikan LZNK. Program ini juga untuk menghimpunkan pakar-pakar agar berbincang tentang isu-isu berbangkit dalam usaha menjadikan LZNK sebagai sebuah institusi zakat yang hebat di Malaysia.

Saya selaku peserta melihat banyak perkara yang telah dibincangkan di dalam program separuh hari ini dan saya ingin kongsi beberapa perkara yang saya anggap paling penting terutamanya dalam sesi forum antara kesemua tokoh-tokoh di atas.

Pertamanya Prof. Dato’ Dr. Ahmad Hidayat Buang ada menyebut tentang isu dalam struktur pentadbiran LZNK itu sendiri yang perlu ditambahbaik. Antaranya dalam undang-undang Enakmen Zakat Negeri Kedah (Seksyen 19[e]) yang menyebut penentuan asnaf oleh pihak LZNK mungkin akan bercanggah dengan kuasa mufti. Selain itu, Prof. Dato’ Dr. Ahmad Hidayat Buang juga menyebut golongan yang dilantik di dalam tampuk kepimpinan LZNK tidak seharusnya diisi dengan yang berlatar belakangkan undang-undang, malah perlu ada pakar dalam bidang ekonomi, sosial, masyarakat dan sebagainya.

Seterusnya ucapan oleh Prof. Dato’ Dr. Mahmood Zuhdi Hj. Abdul Majid; yang saya kira paling kontroversi antara kesemua tokoh-tokoh ini. Ini kerana beliau menyebut agar program ini tidak perlu dijalankan langsung! Menurut beliau pihak LZNK kene terus melaksanakan kerja-kerja zakatnya berbanding bercakap, berseminar, berbahas yang biasanya tidak membuahkan apa-apa. Menurut beliau juga, LZNK harus memfokuskan kajian yang lebih bersifat praktikal dan elakkan diri dari dimakan golongan penyelidik yang hanya tahu membuat kajian teoritikal semata-mata. Satu ucapan yang berani dan sebab itu orang suka ucapan Prof. Dato’ Dr. Mahmood Zuhdi Hj. Abdul Majid ni!!

Manakala pembentangan Datuk Dr. Mohd Daud Bakar saya kira adalah lebih teknikal dan informatif. Ini kerana beliau ada menyebut tentang idea-idea mewujudkan ‘Big data Analytic’ dalam zakat (saya pun tidak berapa memahaminya). Disamping itu, beliau juga mengingatkan agar definisi zakat (syariah) perlu diubah agar ianya selari dengan keperluan masyarakat dan keadaan setempat.

Seterusnya dalam sesi forum yang terakhir, Syeikh Zakaria Othman (CEO LZNK) ada memberi penjelasan tentang usaha-usaha yang telah dilakukan oleh LZNK dalam kerja-kerja berkaitan zakat iaitu:

  1. Asnaf di Kedah tidak semestinya perlu pergi ke pusat zakat bagi memohon peruntukan zakat. Melalui sistem lantikan amil zakat di setiap masjid, asnaf hanya perlu pergi ke masjid bagi memohon bantuan zakat. Selepas sistem pengurusan zakat di setiap masjid diperkenalkan, bilangan asnaf meningkat naik secara mendadak (mencecah ribuan orang).
  2. Masjid di setiap negeri Kedah ditampalkan nama-nama asnaf bagi memudahkan urusan penyaluran bantuan zakat dibuat.
  3. Mulai tahun hadapan (bermula di daerah Sik), setiap asnaf akan diberi kad yang mereka boleh gunakan untuk mendapatkan barang-barang keperluan di kedai-kedai (mart) yang diuruskan oleh pusat zakat. Setiap kali pembelian dilakukan (dengan harga yang lebih murah daripada harga pasaran), nilai kad tersebut akan didebit.
  4. LZNK telah bermesyuarat dan membuat keputusan untuk membantu OKU dan peminjam PTPTN dengan dana zakat.

Saya secara peribadinya saya kagum dengan usaha LZNK menganjurkan program seumpama ini. Ini sebenarnya menjadi bukti bahawa LZNK membuka pintu menerima idea-idea dari masyarakat untuk menambahbaik sistem tadbir urus zakat di Kedah. Semoga Allah merahmati dan memberkati usaha LZNK dalam kerja-kerja pengurusan zakatnya..

Attending a Public Lecture – Implementing Islamic Laws in Malaysia: Imagination or Reality?

Prof. Dr Shamrahayu Abdul Aziz from International Islamic University Malaysia; Malaysia Islamic Youth Forces deputy president (ABIM), Khairul Anwar Ismail as the panel and Research Fellow of the Syariah Study Center, IKIM Law and Politics, Mohd. Noor Omar is the moderator….

On 26th September 2018 (yesterday), I had attended one program held in IAIS Malaysia, Kuala Lumpur. This program features Deputy Chief Executive Officer of IAIS Malaysia, Assoc. Prof. Dr Mohamed Azam Mohamed Adil,  Assoc. Prof. Dr Shamrahayu Abdul Aziz from International Islamic University Malaysia; Malaysia Islamic Youth Forces deputy president (ABIM), Khairul Anwar Ismail as the panel and Research Fellow of the Syariah Study Center, IKIM Law and Politics, Mohd. Noor Omar is the moderator.

In this program, Assoc. Prof. Dr Mohamed Azam mentions that Shari’a law has been adopted and recognized before the British colonization, which shows that before it became the main law. After many years, the situation has changed and the state raised civil law to become the important law. He said he tended to take the harmonious method of the civil and Shari’a law.

Meanwhile, Mr Mohd Khairul Anwar, from ABIM, mentioned that the law would not escape the principle of human freedom. While a human has been born with freedom and glory that is the principle in Shari’a. These things have been preserved in the Federal Constitution of Malaysia. He mentioned one example is religious freedom, but the law exemplifies public interest over the absolute freedom posed by the West. He also pointed out that the issue of exit of Islam was not supposed to be due to the procedure already existed, many who wanted to quit Islam without going through a procedure in the Shari’a Court.

Assoc. Prof. Dr Shamrahayu mentions that this Shari’a law is not an illusion. This is because Shari’a is a broad thing and not just hudud. Not necessarily all British’s introduced laws need to be eliminated.

Also, the narrow perception that Islamic law is only related to hudud punishment needs to be rectified because the term actually includes a broader sense. Assoc. Prof. Dr Shamrahayu said all laws that have Islamic elements and values ​​can be understood as Islamic law.

“I think in this era, we can not say that Islamic law is just hudud. The Islamic law we understand is very broad.

“When I was at the Institute of Islamic Understanding Malaysia (IKIM), many of my friends who conducted studies in 11 areas of (Malaysia) law found that there were Islamic elements there,”

This program launch book called: “Implementation of Islamic Law Implementation Books in Malaysia: Delusions or Reality” was written by Mohamed Azam and published by Ilhambooks.

Attending a Public Lecture – “The Right Resurgence in Europe” by Prof. Anis H. Bajrektarevic

Yesterday on 6th August 2018, I had attended one public lecture held in IAIS Malaysia, Kuala Lumpur. The lecture was presented by Prof. Anis H. Bajrektarevic. He speaks a lot about European history and the refugees’ problem that land in Europe.

Yesterday on 6th August 2018, I had attended one public lecture held in IAIS Malaysia, Kuala Lumpur. The lecture was presented by Prof. Anis H. Bajrektarevic. He speaks a lot about European history and the refugees’ problem that land in Europe.

A bit of Prof. Anis H. Bajrektarevic background, he is a former legal practitioner and the president of Young Lawyers Association of BiH Bar (the late 1980s). Former MFA official and career diplomat (early 1990s). Research Fellow at the Institute for Modern Political-history analyses, Dr Bruno Kreisky Foundation as well as the Legal and Political Advisor for CEE at the Vienna-based Political Academy, Dr Karl Renner (mid-1990s). He also recently launched one of the most fast-expanding European platforms for politics and economy, security and energy, with special chapters on the environment and the so-called ‘tomorrow’s people for the green planet/economy’ – Modern Diplomacy. Starting modestly just two years ago, today the MD has over 3 million clicks monthly.

Prof. Bajrektarevic is the author of dozens of presentations, publications, speeches, seminars, research colloquiums as well as of numerous public events (roundtables & study trips, etc.). His writings are frequently published in all five continents (over 70 countries and translated in some 25 languages). He is regularly guest lecturing at many national diplomatic academies and prestigious national universities and governmental training facilities. Prof. Bajrektarevic is an elected arbiter and mediator before numerous permanent national arbitrational tribunals in Europe and in Asia. He lives in Vienna, Austria.

Attending a Public Lecture – “In The Footsteps of The Khalifa” by Shaykh Muhammad Al-Ninowy

On 24th July 2018, I had attended one public lecture held in IAIS Malaysia, Kuala Lumpur. The lecture was presented by Shaykh Dr Muhammad bin Yahya Al-Husayni Al-Ninowy. I feel enlightened about the particular topic which is about ‘Khalifah’, and I will like to share some of the knowledge I get…

On 24th July 2018, I had attended one public lecture held in IAIS Malaysia, Kuala Lumpur. The lecture was presented by Shaykh Dr Muhammad bin Yahya Al-Husayni Al-Ninowy. I feel enlightened about the particular topic which is about ‘Khalifah’, and I will like to share some of the knowledge I get.

In this lecture, Shaykh explained that the term Khalifa need to be understood in the right way. We should understand the term Khalifa as ‘a successor’, which mean as a maintainer to up keeping the earth, and should not blindly think Khalifa as ‘a successor of Allah’. Misunderstood of the term Khalifa as ‘a successor of Allah’ will expose it to abuse. This seems true when Shaykh said that the term Khalifa is quite a problematic. And it had been abused a lot throughout history. And it abused usually came from misapplication or misunderstanding of the term khalifah. I do understand that the term ‘a successor of Allah’ comes from the word ‘Khalifatullah’. From my humble understanding, the word Khalifatullah can be explained with reference directly to Allah.

The first person who noticed it will be abuse is Abu Bakar As-Sidiq. In one narration, which by Waqee who heard Nafi’ Omer and he told to Ibn Abi Malikat that someone addressed Abu Bakar: “Oh Khalifatullah!” Abu Bakar stopped him and said that it was not sound right and was not the Khalifatullah, but just a deputy of Rasulullah and with that, he feels satisfied being the deputy of the Holy Prophet.

Syeikh also explained that Khalifah is to maintain, not in charge of and do not give absolute authority. It is a title that been entrusted to upkeep and maintains earth. Syeikh said that the job of a Khalifah is not to always zikr (solely on ibadah), but has to be zikr, has to have ilm (knowledge), has to put the ilm into practical, and lastly, has to be able to correct a mistake (taubat). Ilm by means is having the knowledge to be Khalifah, and thus bring the knowledge into practices. In implementing some task, sometimes we must choose the less of the best and from that, a mistake will be made. A Khalifah should make a correction immediately.

In short of his background, Shaykh Dr Muhammad bin Yahya Al-Husayni Al-Ninowy was born and raised in Syria. Shaykh began his study under his father, Sayyed Yahya (Rahimahu Allah), and many of the senior scholars of Aleppo/Syria at the time, memorizing the Glorious Qur’an and acquiring knowledge in many of the Islamic disciplines, such as Tawheed, Hanafi/Shafi’i Fiqh, Usool, and Ihsaan. Besides attending the Faculty of Usuluddin at Al- Azhar University, Shaykh Muhammad delved further into the fields of Hadith and Tawhid under the tutelage of many of the foremost scholars in Syria, Hijaz, Morocco, Egypt, and elsewhere. Shaykh Muhammad is the founding director of “Planet Mercy” and Madina Institute & Seminary in the UK, South Africa, and Canada, and the USA. Shaykh Muhammad also holds a Bachelor’s Degree in Microbiology from the University of Illinois and a Doctor of Medicine degree.
